The 2025 Urban Green Low Carbon Scene Demonstration Base is Open for Application!

Since 2013, the Shenzhen International Low Carbon City Forum has been held for twelve consecutive years, achieving fruitful results and becoming a shining brand for green and low carbon development in Shenzhen. To effectively promote the development of urban green and low carbon industries, our committee, during the 2022-2024 Carbon Peak and Carbon Neutrality Forum and the Shenzhen International Low Carbon City Forum, based on energy, industry, schools, industrial parks, buildings, transportation, "dual carbon" industry development, green computing power, low-altitude economy, etc., through voluntary application, material review, expert evaluation and other procedures, selected several urban green and low carbon scenario demonstration bases (hereinafter referred to as "demonstration bases") and awarded them. Good results have been achieved in promoting the demonstration effect of the bases, spreading the concept of green and low-carbon development, and sharing experiences in green and low carbon development. For the 2025 Carbon Peak and Carbon Neutrality Forum and the Shenzhen International Low-Carbon City Forum, it is proposed to continue to publicly solicit annual activity plans for urban green and low-carbon scenario demonstration bases. The relevant matters are as follows:

1. Content of Solicitation

The solicitation focuses on clean energy, industrial energy conservation and carbon reduction, green transportation, green buildings, low-carbon technologies, etc., and solicits annual activity plans for urban green and low-carbon scenario demonstration bases with significant economic, social and ecological benefits, and prominent demonstration effects.

2. Applicant Entities

Manufacturing enterprises, industrial parks, industrial zones, energy-saving service companies, research institutions, public buildings (such as schools, hospitals, etc.), equipment manufacturers, etc.

3. Application Conditions

The applicant entities should generally meet the following basic conditions:

(1) The scenarios are located in Shenzhen (including Shenshan Special Cooperative Zone) and are enterprises, institutions, social groups, private non-profit organizations, etc. that are committed to low-carbon green development transformation and have independent legal person status. They have certain reputation and influence in the fields they are engaged in.

(2) They have not violated the joint disciplinary policies and regulations of the country, provinces and cities, and have not been listed as a joint disciplinary object of credit.

(3) For technology transformation scenarios, the project entities should have completed the main project and put it into use by August 31, 2025, and cannot be new projects (except for projects such as new energy development and utilization); they should be able to provide basic venues, facilities, equipment, funds guarantee and relevant management systems, and be able to arrange full-time staff to be responsible for the activities of the scenario demonstration base.

(4) The urban demonstration scenarios should have relatively complete energy measurement, statistics and management systems, and have the operational data required for the evaluation of energy conservation and carbon reduction effects.

The application plans should generally include a total of no less than 3 activities, including but not limited to professional discussions, investment roadshows, industrial cooperation, science popularization publicity, etc., and the time is from July 2024 to July 2025.

(1) Professional discussions: Invite government management departments, research institutions, well-known enterprises, industry organizations, associations, relevant responsible persons and experts in the industry to share and discuss policy information, industry development, latest research results, etc. in the fields of energy, industry, transportation, buildings, etc.

(2) Project roadshows: Focus on green and low-carbon industry development such as energy conservation and environmental protection, clean technology, and new energy development, and invite venture capital institutions, innovative projects, industry experts, etc. to participate, promote the effective connection of technology, products, projects, services and capital, and promote the realization of results, industrialization and application demonstration of green and low-carbon innovative technologies.

(3) Industrial cooperation: Focus on green and low-carbon industry fields such as energy, industry, transportation, buildings, carbon trading, etc., and promote enterprises to sign strategic cooperation agreements with enterprises, governments, universities, etc., strengthen coordination and linkage, and promote industrial cooperation and exchanges.

(4) Popularization and publicity: Target the general public, through speeches, exhibitions, interactive games, etc., to popularize the concept of green and low-carbon.

4. Application Materials (including but not limited to) (1) Audio-visual display (videos, pictures, etc.)

(2) Application form (including but not limited to introduction of the base, technology, activity plans, relevant proof materials/certificates, etc.)

August 5th - September 5th, 2025

VI. Application method

The applicant unit shall fill in the "Application Form for Annual Activity Plan of Urban Green and Low-Carbon Scenario Demonstration Base" as required (see attachment), and uniformly name it as "Applicant Unit + Demonstration Base" and send it to the email address lsfzc@fgw.sz.gov.cn. If there are related reports, promotional materials, obtained certificates, videos and other auxiliary materials, they can also be provided together.

VII. Selection and Competition

After the application is completed, our committee will organize experts to conduct a selection of the activity plans and activity summary reports of the applicant units through on-site competitions. The heads of each base shall go to the competition site for a defense. After the competition, experts will select the list of urban green and low-carbon scenario demonstration bases based on the competition results and announce it on the official website of our committee.

VIII. Result announcement and activity implementation

Based on the announcement results, our committee will determine the list of selected bases and officially award them the title of "Urban Green and Low Carbon Scenario Demonstration Base of Shenzhen International Low Carbon City Forum". The demonstration bases shall carry out the relevant organizational and implementation work in an orderly manner according to the activity plans submitted in the application.
